Anoka County's SSTS ordinance applies outside 12 cities — Andover, Blaine, Coon Rapids, East Bethel, Ham Lake and Oak Grove among them — and Linwood Township, each running its own program at least as strict as the county's (MPCA's 2025 annual report; Minn. R. 7082.0040). Confirm which office holds your address first. The county's report entry lists no property-transfer inspection requirement — a city's rules can differ — so at sale the statewide seller's disclosure is the floor (Minn. Stat. § 115.55, subd. 6).

Two designated corridors touch Anoka County: the Mississippi River from the County State-Aid Highway 7 bridge at St. Cloud to the northwestern boundaries of Anoka and Champlin, and the Rum River from the Ogechie Lake spillway to Anoka (Minn. R. 6105.0800, 6105.1400). Inside either river's mapped land-use district, DNR-certified local ordinances impose the district's own standards, including a septic setback of 75 to 150 feet from the river by classification in place of the ordinary shoreland setback (Minn. R. 6105.0120). Check the district boundary before planning a system.

The dominant constraint here is seasonal soil saturation close to the surface (54.6% of rated soils), followed by water standing on the surface (35.7%). NRCS's Minnesota-specific ratings put 55.6% of rated ground in the very or extremely limited classes for a conventional below-grade trench and 48.1% for a mound.
