Crow Wing County's Land Use Ordinance, Article 37, publishes its own differences from the state rules: a current Certificate of Compliance for every property transfer, for bedroom additions, and for any shoreland-district permit, plus a 1,500-gallon minimum septic tank (§ 37.19). Thirteen cities — Baxter, Crosslake, Nisswa and Pequot Lakes among them — and two townships run their own SSTS programs, at least as strict (MPCA's 2025 annual report); everywhere else the county issues the permit. Ask the county which rules hold your parcel before you design.

Crow Wing County is one of the eight Mississippi headwaters counties (Minn. Stat. § 103F.365). From Lake Itasca to Morrison County's south line, the river corridor sits under the Headwaters Board's comprehensive plan: every local government must exercise its powers to further the plan, and zoning decisions in the corridor pass through a certification procedure (§ 103F.371). The dominant constraint here is seasonal soil saturation close to the surface (59.7% of rated soils), followed by organic (peat or muck) soil (22.0%). NRCS's Minnesota-specific ratings put 67.0% of rated ground in the very or extremely limited classes for a conventional below-grade trench and 61.5% for a mound.
