Permit fees, forms & process

Any new system or major repair in Douglas County needs a permit before construction starts. This county’s full guide is still in production — the authority contact is the official source in the meantime.

Local rules

What’s different in Douglas County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Minnesota”.

Zoning & land use

Douglas County's own SSTS ordinance, required by Minn. Stat. § 115.55, is the permit path for most of the county. MPCA's 2025 annual report lists Alexandria Township's separate SSTS program, and a City of Alexandria program that filed no 2025 report — around Alexandria, confirm which office covers your parcel. The county ordinance may be stricter than the state rules; ask for its written list of differences (subd. 2(c)). The report lists Douglas among the 59 counties requiring a compliance inspection at property transfer.

Environmental protections

Nothing in Douglas County changes this. Minnesota’s environmental floor is statewide: shoreland rules set septic setbacks from lakes and streams by water class (Minn. R. 6120.3400), and systems in shoreland or wellhead protection areas are held to the three-foot separation standard whatever their age (Minn. R. 7080.1500). A few designated river corridors add stricter district standards of their own.

Geology & soil

The dominant constraint here is seasonal soil saturation close to the surface (54.2% of rated soils), followed by water standing on the surface (18.6%). NRCS's Minnesota-specific ratings put 55.9% of rated ground in the very or extremely limited classes for a conventional below-grade trench and 71.2% for a mound -- unusually for Minnesota, the mound rates worse than the trench here.
