Clinton County's commissioners adopt zoning for the unincorporated county under Chapter 303 of the Ohio Revised Code, and the resolution sets a lot floor that turns on which services reach the lot. In the Rural Residential district the minimum lot area is 15,000 square feet where central or public sanitary sewer serves it, one acre where only public water does, and 1.5 acres where the lot is on both an on-site well and a septic tank.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. The dominant constraint here is a water table close to the surface (36.1% of rated soils), followed by water standing on the surface (32.6%).
