Zoning in Darke County is administered three different ways. The county's Planning and Zoning Department administers zoning for nine of the twenty townships — Adams, Brown, Butler, Harrison, Jackson, Liberty, Neave, Wabash and Wayne. Franklin, Greenville, Monroe, Twin and Van Buren townships administer their own, as do many villages and the City of Greenville. Allen, Mississinawa, Patterson, Richland, Washington and York townships are unzoned.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is water perching on a restrictive layer (42.2% of rated soils), followed by a water table close to the surface (30.8%).
