Permits

Who issues them here.

Your township or borough

22 municipalities run their own Act 537 programme here

Under Act 537 a municipality may administer on-lot permits itself, through its own certified Sewage Enforcement Officer. These do — so the application, the fee and the inspection come from your own township or borough office rather than a county department:

Antrim Township · Chambersburg Borough · Fannett Township · Greencastle Borough · Greene Township · Guilford Township · Hamilton Township · Letterkenny Township · Lurgan Township · Mercersburg Borough · Metal Township · Mont Alto Borough · Montgomery Township · Orrstown Borough · Peters Township · Quincy Township · Shippensburg Borough · Southampton Township · St Thomas Township · Warren Township · Washington Township · Waynesboro Borough

Any new system or major repair in Franklin County needs a permit before construction starts. This county’s full guide is still in production — the authority contact shown here is the official source in the meantime.

Local rules

What’s different in Franklin County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Pennsylvania”.

Zoning & land use

Franklin County's adopted comprehensive plan settles the county layer: counties do not have authority to regulate land use, it says, and all but one municipality in the county has adopted a subdivision and land development ordinance of its own, though only 13 have zoning. So lot size comes from the municipality. DEP's service tabulation likewise lists all 22 Franklin County municipalities as running their own Act 537 sewage programme.

Environmental protections

Trout Run is carried on DEP's Chapter 93 drainage lists as Exceptional Value, and 16 further Franklin entries are High Quality. A lot draining to one of them loses the § 71.51(b) planning exemption: the sewage module goes to the municipality and then to DEP, which is a second reviewer and a longer clock rather than a different septic system. Check your own stream on the drainage list before assuming the ordinary path.

Geology & soil

The dominant constraint here is slow-percolating subsoil below 12 inches (58.5% of rated soils), followed by a seasonal high water table (37.0%). NRCS rates 74.5% of rated ground very limited for a conventional in-ground trench, 55.7% for a sand mound and 38.5% for drip irrigation -- where conventional is out, drip is often the system that works.
