Local rules

What’s different in Mille Lacs County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Minnesota”.

Zoning & land use

Mille Lacs County permits septic (SSTS) work except in Greenbush Township — listed by MPCA's 2025 annual report as running its own SSTS program, at least as strict as the county's (Minn. R. 7082.0040) — confirm which office holds your address. The county's own ordinance, required by Minn. Stat. § 115.55, may be stricter than the state rules; ask for its written list of differences (subd. 2(c)). The report lists the county among the 59 requiring a compliance inspection at property transfer.

Environmental protections

The Rum River from the Ogechie Lake spillway to Anoka is a designated state wild and scenic river (Minn. R. 6105.1400). Inside its mapped land-use district, DNR-certified local ordinances impose the district's own standards, including a septic setback of 75 to 150 feet from the river by classification in place of the ordinary shoreland setback (Minn. R. 6105.0120). Check whether the parcel sits inside the district before planning a system.

Geology & soil

The dominant constraint here is seasonal soil saturation close to the surface (92.1% of rated soils), followed by water standing on the surface (25.4%). NRCS's Minnesota-specific ratings put 93.1% of rated ground in the very or extremely limited classes for a conventional below-grade trench and 48.5% for a mound -- where the trench is out, a mound is usually the design that works.
