Permits

Permit fees, forms & process

Any new system or major repair in Sherburne County needs a permit before construction starts. This county’s full guide is still in production — the authority contact is the official source in the meantime.

Local rules

What’s different in Sherburne County.

Four things decide what you can build and what it costs: zoning, environmental protections, power for aerobic systems, and the ground itself. We publish each one only where we have checked it — and say so plainly where the answer is “same as the rest of Minnesota”.

Zoning & land use

Sherburne County permits septic (SSTS) work except in three cities (Elk River and Zimmerman among them) and Becker Township — listed by MPCA's 2025 annual report as running their own SSTS programs, at least as strict as the county's (Minn. R. 7082.0040) — confirm which office holds your address. The county's own ordinance, required by Minn. Stat. § 115.55, may be stricter than the state rules; ask for its written list of differences (subd. 2(c)). The report lists the county among the 59 requiring a compliance inspection at property transfer.

Environmental protections

Two designated corridors touch Sherburne County: the Mississippi River from the County State-Aid Highway 7 bridge at St. Cloud to the northwestern boundaries of Anoka and Champlin, and the Rum River from the Ogechie Lake spillway to Anoka (Minn. R. 6105.0800, 6105.1400). Inside either river's mapped land-use district, DNR-certified local ordinances impose the district's own standards, including a septic setback of 75 to 150 feet from the river by classification in place of the ordinary shoreland setback (Minn. R. 6105.0120). Check the district boundary before planning a system.

Geology & soil

The dominant constraint here is seasonal soil saturation close to the surface (40.2% of rated soils), followed by soil so porous that effluent may reach groundwater before it is filtered (27.9%). NRCS's Minnesota-specific ratings put 45.1% of rated ground in the very or extremely limited classes for a conventional below-grade trench and 35.4% for a mound.
