Butler County is one of the Ohio counties where the county commissioners, and not only the townships, adopt zoning: the Butler County Rural Zoning Resolution is enacted under Chapter 303 of the Ohio Revised Code and administered by the county's development department. Individual townships may still run their own — Reily Township's resolution is published separately — so which resolution governs a parcel depends on the township it sits in.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

Carbonate bedrock is the leading limiting feature in Butler County's soils, on 28.8% of rated acres, with bedrock within 60 inches on another 24.1% and slope on 13.5%. ODNR's 2022–23 field mapping recorded 343 karst points in the county, 187 of them verified on the ground, almost all where glacial cover thins below about 25 feet. Effluent reaching fissured carbonate gets little filtration, so depth to rock drives the design here. About a fifth of the county is not rated.
