The Clark County Combined Health District states plainly that no law requires it to inspect a sewage system before a house is sold in Clark County — that inspection is a lender's condition, not a public one. What it does do, at the request of local zoning officials, is site approval: checking whether a proposed pole barn, pool or room addition would interfere with the system or with the area kept in reserve to replace it. A project can be disapproved on that ground.
