Three health districts permit household sewage systems inside Columbiana County. The Columbiana County General Health District serves most of the county; the city of East Liverpool is served by the East Liverpool City Health District, and the city of Salem by the Salem City Health Department. Which of the three issues the permit follows the municipal boundary rather than the county line.
