Greene County Public Health has adopted a board regulation allowing a vertical separation distance of greater than zero and less than six inches under Ohio Administrative Code 3701-29-15(H), with the infiltrative surface still not placed below the depth of the seasonal water table. The regulation states that its use is at the discretion of the Environmental Health Director, so the reduction is granted case by case rather than claimed by a designer.

On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is a water table close to the surface (28.8% of rated soils), followed by water standing on the surface (22.2%).
