Madison County's commissioners adopt zoning for the unincorporated county under Chapter 303 of the Ohio Revised Code; the current resolution was adopted on 28 July 2026. It does not apply inside municipal corporations, and it does not apply to a township within the county that has approved zoning regulations of its own — so which text governs a parcel depends on whether its township adopted zoning first.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is a water table close to the surface (43.7% of rated soils), followed by water standing on the surface (38.1%).
