Portage County has no mandatory transfer inspection. The combined health district states that it does not have a mandatory real estate transfer septic system inspection requirement, and offers a voluntary transfer inspection as a fee-for-service program instead, while recommending that septic and private water systems be inspected before a transfer.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is water perching on a restrictive layer (59.3% of rated soils), followed by a water table close to the surface (45.1%).
