Richland Public Health's supplemental rules adopt the state's twelve-inch vertical separation with eight inches of in-situ soil rather than departing from it, but they close a door the state leaves open: the board does not recognize the reduced separation allowed for pre-treated effluent and prohibits systems being permitted at those standards. No Richland Public Health employee may complete a soil evaluation, so the evaluation has to be bought privately.
