The Sidney-Shelby County Health Department administers two local instruments beyond the state chapter, and publishes both under 'Rules' on its sewage page: Resolution 14-7, its supplement to Ohio Administrative Code Chapter 3701-29, and its sewer connection policy dated 14 June 2006. Both are posted as scanned documents with no readable text, so ask the department for a legible copy before assuming the state text is the whole rule.

Ohio EPA's general permit for discharging household systems (OHK000004, Part II.C.2(e)) bars a new discharge to any of these, or to a tributary within one mile upstream. On those parcels the off-lot discharging route is closed and the system has to be a soil-absorption design, whatever the lot looks like.

The dominant constraint here is water perching on a restrictive layer (46.0% of rated soils), followed by a water table close to the surface (30.9%).
