Carroll County runs a mandatory point-of-sale program. Under the Carroll County General Health District's policy an evaluation of the sewage treatment system must be completed before or during any transfer of ownership of a parcel served by one, unless the district approves a waiver. The evaluation may only be carried out by district staff, and the completed inspection report expires one calendar year from the date of the inspection.
